My telegram No. 225 to Govenor Hong Kong.

Japanese Consul General has informed me that all mail

to and from Canton will be sent temporarily in Japanese

naval transports via Formosa. and not as hitherto direct to

and from Hong Kong by gunboat. In view of inevitable

delays under new system I request that all mail for this

Consulate General shall be addressed to Trade Commissioner

Hong Kong who will forward it to Canton by gunboat as

opportunity arises.
